I understand the issue that you are unable to get your EWS certificate issued from the West Bengal government. So now what you can do is that you visit the office of any government official signatory such as Commissioner of Police, District Magistrate or Municipality Chairman with all the necessary documents and issue yourself an EWS certificate. You might have to request the official's office a bit and do mention your situation properly.
