First of all 4th round is not the last round of the counseling, there are a total of 6 rounds and after that are spot rounds. The previous year 3rd list cutoff for Delhi Region OBC was 315016 closing rank and this closing rank jumped to 318771 in round 4. According to last year trends this year too the cutoffs will remain nearly the same.
