Tough chances refers to the phrase that there are very less chances for you to get into that college, but as you know predictors are meant to predict , they can not be 100% true. So, there can be a possibility that after counselling you might get a seat in that college because predictors are based on previous year cutoffs and cutoff change every year depending onto the factors like number of students appearing for the exam, difficulty level of paper and some other factors.
