The other counselling term you heard of is the process of admission in various government colleges on the basis of the rank of the candidate. This is a process of allotting the college to the deserving candidate if s/he has the rank and desire to study in that college.

Suppose there are 5 colleges A, B, C, D, E with two seats each. And there are 20 students and all of them have set their preference in the order:

C
D
E

Then A will get rank 1 and 2, B will get rank 3 and 4, similarly E will get rank 9 and 10. Ans then all the remaining students will not get any college.
