Cutoffs vary with the number of seats, number of applicants,the difficulty level of the exam etc. Based on 2019 cutoffs the only government colleges which accepted rank above 10000 for general category were :

Vardhman Institute of Medical Sciences, Pawapuri

Anugrah Narayan Magadh Medical College and Hospital, Gaya

Government Medical College, Bettiah

However the rank were not too far from 10000 , since you belong to open category 17500 rank is low for government seat. The minimum score for unreserved category in Bihar for government seat is 580-90+ Hence , do not lose hope ,attend the counselling and see, if you are lucky enough last minute seats may show up if you belong to the state . You try for  top private colleges anyways.
