Firstly according to your jee mains or JEE advanced score you can apply to iits and NITs for energy and environmental engineering
The course is offered by IITs of kharagpur Delhi Madras Kanpur, Bangalore Mumbai Guwati
This stream also is running at lovely Professional University,  Chandigarh Universities where you can easily get admissions by walk in means to the campus itself
Many NIT are also offering this stream
So you can attend the counselling and if come under cutt off can pursue it in any government institution
