The central government has ckearly prescribed that a candidate must have updated (every year) OBC NCL certificate. The previous year's certificates are invalid while being considered for reservation.

As you don't have the certificate updated, you'll be considered on the seats of general category rather than reserved ones. If you can get it updated earlier than the registration process ends, you can get the benefit, else no chance.
