If you are talking about the topic from the constitution then collective responsibility is the responsibility of all the cabinet ministers for any kind of decisions. All the cabinet ministers will get involved in the matter taken. Here minister's gets responsible if the targets are achieved successful and even gets blamed inversely if the target's aren't achieved. It's just like the community work and responsibilities.
