what is cut-off in BBA and how merit list made?

Hey
See basically all the colleges have their own cut off lists. But most of the cut offs starts from 50-60% in 12th boards.
And the merit list starts from the highest-ranking percentage and it decreases with time upto a certain limit only in case if the seats are vacant.
