Esi is an autonomous organization that gives medical facilities and other benefits. The funding of the organization is done by employer and employee both. The condition of the medical facilities given to the workers is not up to the marks. One of the reason was shortage of doctors so UPA2 decided to convert their 20 model hospitals into medical colleges.
