The railway Group D cut off for 2019, that was held during the months of September to December 2018, has not yet mentioned anything about the cutoff.

Also, it's difficult to guess the cutoff for an exam.

It is decided by the organisation that is organising the exam.

So I would suggest you to keep checking the Railway website for the same.
