And around 4 to 8 lakh rupees from an government college.

You have to specify that for which college you are asking about.
In general,Total fees in a year in government and private colleges are different.Most of the Private colleges charges around 1.5-3.5 lakh per annum while government colleges charges only upto 1.5 lakh per annum most probably.
And as far as the placement is concerned,it differs according to different branches and different colleges.In general for a good college,the average package is around 5-6 lakhs per annum.

Fee structure and placement are for  particular year. It is not fixed any any two consquent years. The total amount of fees varies every years and at the same time the placements also.
