Viscosity of everything can be understand as a resistance to flow, it may also be understand as a frictional force between different layers of any particular state (liquid, solid, gas), same viscosity for liquid designate with the physical property which indicates its thickness, while viscosity for gases is termed as a physical characteristic or property which indicates its flying nature or flow freedom.
