Home state Domicile certificate holder can get admission on those seats or under home seat quota. Don't confuse about Home State Quota (85%) and (15%) AIQ (ALL INDIA Quota)     you being from Bihar Will be having Domicile Certificate of Bihar you are eligible for the 85% Home State Quota when you pursue a particular course in Bihar. But when you want to pursue a course in Uttar Pradesh you are eligible only for 15% AIQ. There you have limited seats.
