The total fees means the tuition fees for complete course not jut one semester or one year. If you consider a B.Tech course then it consist of 8 semesters that is 4 years of course when a college talks about total fees it means fees for the complete 4 years not just one. This is what is meant by total fees but the college will not take total fees at once. They takes yearly fees or semester wise.
