RD stands for Residential / domicile certificate is to be issued officially by the state government or union territory to certify that the person having this is a resident or domicile in the state or union territory. SC/ST students can also get domicile, and caste certificate by the government authority.

It takes a period of 30-60 days. You can also apply online via the official website of your state or union territory government.
