Hello,
The central universities include colleges under Delhi University, Aligarh University and Banaras Hindu university. These colleges have 50% institutional quota that is, 50% seats are reserved for students who have done their MBBS from these colleges. The rest of the 50% of the seats are counselled through both All India quota and State quota.
So, yes people from other states are eligible for admission into these colleges through all India quota.
