As mentioned by you, both the groups are ortho para directing, but Chlorine is more ortho para directing as the high electronegativity of chlorine, has an electron-withdrawal effect on the aromatic ring. However there are some exceptions. But in general Chlorine's, lone pair of electrons, causes resonance of the carbocation, increasing its effect.
