See first of all OBC NCL means the other backward caste with non creamy layer. This means that the students who belong to backward caste and have their fathersfincome less than 6 lpa.

Now central list is a list which includes the details about all the valid and certified backward caste by the govt of India under BC1 and BC2 category. It doesn't a new thing it is just list if all valid castes.
