OBC-NCL Other Backward Classes-Non Creamy Layer. It is a certificate issued by central govt to people who are under central obc list and whose income is under 6 lakhs p.a. for the purpose of reservation to educational institutions and jobs.

The govt of India has divided the population into general, obc, sc and st based on the level of assistance that is required from them to people in order for the people to socially and economically prosper in our country. It is because of the new guidelines of GoI. So you have to get a new certificate and try to ensure it is meant for central government, some states issue different certificates for state and central govt purposes.
