Your teacher meant , writing pad which you carry for your exams in school. It is a tablet for writing , something soft used for comfort it protection so that your page won't get torned. So use writing pad or note pad.

the teacher is asking you to buy a examination writing pad, which you can use while writing your answers in an exam,

the writing pads are helpful, as they can help you in getting a good writing and the pads hold the answer sheets properly , which is helpful too.
