After agreeing to the 'terms and conditions' of the admission, they are required to pay the Partial admission fee ( Rs. 40000/- for GEN, GEN-EWS, OBC-NCL and Rs. 20000/- for SC, ST, PwD candidates ) by clicking the link given on the JoSAA-2020 portal.

As you have paid the seat acceptance fees in josaa counseling, then it is refundable . As per rules of josaa - if a candidate has exercised withdraw option then he/she will not be considered for subsequent rounds of seat allotment.
