The category rank list considers only individuals belonging to a particular category. So if an individual has rank of 236 in Common Rank List (CRL) and belong to OBC, but all of the rank above 236 that is upto 235 does not contain any individul belonging to OBC then he will be having rank 1 in OBC rank list. So when category wise rank list is considered for admission those who are down in CRL get high chances of getting admission with regard to ctegory-wise rank list.
