To be an eligible candidate for obtaining a nativity certificate in Tamil Nadu , the eligibility criteria is as follows -

1)Should be a resident of Tamil Nadu.

2)Should possess a proof that substantiates      that the residence for five or more years.

If you have a proof of a non movable possession of your family in Tamil Nadu and as you said that your daughter studied there for more than 5 years, you will get a nativity certificate.
