The first cut off generally lies between 95–97 % in 12th boards which consists of best 4 subjects (Eng and Maths being compulsory and any 2 from remaining ones). The second list usually comes out but it has a marginal decrement of .50 % in the cut offs.

However there's always a fingers crossed situation during the admissions. Hope I've cleared the confusion. Thank you.
