In NEET 2020, code 2 stands for those candidates who have completed their examination. Also note that biology should be one of your main subjects. Also those who have completed class 12th from NIOS board, you are not eligible.

Code 3 is for the droppers. The maximum number of drops should not exceed 2 years. It is also for students who have studied pre degree exam from an Indian University.
