Difference between a deemed university and state university is that. A state University is established under legislations passed by the state whereas deemed university is deemed to be university that is it is private university which is not established by any legislation.

To quote theMHRD minister of human resource now education ministry :- , "An Institution of Higher Education, other than universities, working at a very high standard in specific area of study, can be declared by the Central Government on the advice of the UGC, as an Institution 'Deemed-to-be-university'. Institutions that are 'deemed-to-be-university' enjoy the academic status and privileges of a university but they are not funded by the government.
