Merit list does not mention the name of candidates who are further eligible . It defines the cutoff ranks for various branches for various categories . So , after the merit list is released , a candidate having a rank less than or equals to  the defined cutoff rank of merit list is directly eligible while a candidate having rank more than that is not .
