OS General Category, is referred to candidates belonging to other state and that the state they are applying to for admission is not their home state, or in other words is not the their state of domicile.

OS refers to other state candidates. If you do not reside in a state, and you want to apply in that state for admission into the college based into that College, you become a Other state candidate for that college. Each college has certain amount of seats reserved for OS candidates.
