From what I contemplate from your question is that you are inquiring about the consequences of not paying the fees after you have exercised you options of college for the PGCET counselling and so to answer your question, please be informed that after you have exercised your options, they are accepted only when you have made the subsequent payment to the authorities against the counselling process. If the payment status is incomplete, you wouldn't be allotted a seat according to your preferences or rather would have a cancelled candidature for the counselling.
