NEET PG admissions are conducted at 2 levels; All India Counselling and State Counselling. Under All India Counselling, 50% seats from all the States except Jammu and Kashmir and Ladakh are contriubted to the central pool. So, irrespective of the State that you are from, if you want to participate in All India Counselling, Domicile certificate holds no value. The rest 50% seats are filled through State Counselling. A student can hold the domicile of a particular State in 2 ways:

1. By being native of the State

2. By completing his/her MBBS from the State

This is where Domicile certificate is helpful to determine the domicile candidature of the Candidate.
