As per the 7th pay commission, OBC Certificate for Non Creamy layer is valid for one financial year for institutions under the central government while it is valid for 3 years for the institutions under state government. The NCL condition is determined by the income of the parents for the preceding three financial years, and on that basis the certificate is issued to the candidate.
