What is the use of being in top 20 percentile of particular board for nits and iiits?

In order to be eligible to participate in the counselling process a candidate should be in the top 20 percentile o his/her board from which the individual has appeared for the qualifying examination. The top 20 percentile is declared by the boards after their results are declared. Apart from this the candidate is also eligible if he/she has 75%+ marks in the qualifying examination.
