Hey! As far as Engineering is conserned I do not think that there is any need of drawing exam certificates. Though I think if your college is asking for them it might be because of the branch maybe for the subjects like Engineering Drawing but I'm just guessing. As far as I know there is no need at all for the drawing certificates.
