Upward moment in REAP is a process where you have a chance to upgrade your current branch which you have been allotted. This is only valid for the choices which you have filled earlier. Suppose your current branch is CS on third number and on second position you have filled IT, then depending on the seat availability you would be getting the seat. However this is not valid for the choices you haven't filled earlier before.
