In this case the maharashta has the majority of marathi speaking population hence the lingusitic minority may include the population who has been living in maharashta for years without the mother tongue  as marathi for example : hindi speaking , gujarati speakers and certain institutions of the area has the approval for admitting this minority in educational institutions.
