The decision regarding backlog in any particular year or to drop a particular semester for a student basically depends on the sole decision of the administration of the college of the university in which you are currently studying at. So regarding the decision of missing out any year or continuing in the same year, is the decision of your academic office and it's better if you contact them regarding the same.
