PGDM is best if you want latest industry experience and International kibd of learning experience blended with rich practical experience into Management.

There is as such no major difference. Do it from any good/decent university and give GMAT and IELTS and get a good score in these exams.
Hence you make options for you to fly abroad.
Doing MBA from local institutes or lower institutes may not give you stability and ROI as even from a decent management college.
