The josaa system will try to allot you the best preference that you might get from the preference order you have submitted it not only depends on your preference but also on your rank and ranks of all other candidates who have better ranks than you and have same preferences as yours so it is a complicated process though in short I would like to tell that josaa will try to allot you the best preference that is the topmost preference in your preference order.
