There have a lot of reports from students facing uploading issues. It might be a server issur or there might be a lot of traffic.
So try clearing the cache, passwords, browsing history, restart the device and re login. Check if the file size is right or not as well.
File size of 100kb to 400 kb in JPG/JPEG format is what is allowed
Check for dimensions and sizes of other files like your photograph, signature and thumb impression as well. Make sure they are all according to the specifications.
