You are correct , Due to this Pandemic situation many exams are being cancelled or many exams are being postponed. The UGC has stated that final year exams would not be cancelled, also the Entrance exams for engineering admission will be conducted in the month of September , Their dates have been already announced.

So by considering this proposals have been made that the engineering colleges for fresh admission students should begin by November 2020. However it has not been fully decided yet but we can expect a confident reply from the University Grants Commission till the mid August.
