Hello aspirant,
You can appear and qualify the CAT exam either your final year of graduation or after your graduation.
The fee of the MBA colleges varies greatly between 20,000 to 21 lakhs. There isn't a specific fee structure. Many universities give scholarships based on CAT score, you may refer to this link for the list and conditions-
