The rules for the Grace marks differs from council to council. In general, if a student can't cross the passing marks by not more than 2 marks, then only the Examiner provides the Grace marks. Now this may change for you university/board/council. I would say, you can contact your teacher/professor/official staff's etc in order to know about the exact details.
