After paying the fee and joining an institute for a particular course, you can apply for up gradation in subsequent rounds of counselling. If you get an up graded college of your choice and preference by attending the counselling, your fees may get adjusted there after. But if you decide to leave a seat for another college, you will have to pay the full fees for the entire course before you do that.
