There hasn't been any official confirmation regarding counselling dates for appgecet, it will be conducted in online mode, and only candidates passing the qualifying examination will be eligible to participate in the same, there will be  separate counselling for he candidates who qualified GATE/GPAT/APPGECET, for more details regarding this, you may follow our page at https://engineering.careers360.com/articles/ap-pgecet-counselling
