Hope you are doing well. See, as of now there has been no notice from the West Bengal Medical Counselling Committee (WBMCC) for dates of beginning of the registration for West Bengal State quota counselling process.

As of now it's only expected to begin after the All India quota counselling post NEET-2021 commences. And AIQ counselling is only expected to begin after the 6th of January.
