when will the councelling/admission starts for govt.colleges for b.arch.

Hello, 

If you are asking about IITs and NITs, the admission procedure starts after results of Jee Advanced. 

And if you query is regarding other government colleges, then some of them have started admission and rest most of them start after Jee Advanced results as before that most students are unaware of what to do.

No,  government colleges are for public's benefit.  There are no heavy application fee. You can check for your state's policy for application of b. Tech UG.  Also,  there are some good private institutes too, which accept Jee score for admissions.
