See, some colleges which are very well-established have hostels in their campus itself, they have almost the facilities inside the campus but there many colleges which are still in their initial stage or building stage so they have their hostels outside the campus. Either they gives transport facility if hostel is very far from college or if the hostel is near the college then students have no such problem of transportation.
