As far as I know application for B.Tech should not open in any college in India due to pandemic disease named COVID-19 . Moreover though lockdown is till April but there are chances that might be extended so you need to wait . Since neither entrance exams are held nor all Board Examinations have completed . So you need to wait till the lockdown is there .
