In Computer Science Engineering with specialization in Artificial Intelligence you will learn about AI and if this is the area of your interests then you can opt this course and if you are interested in pursing higher studies in AI then this course will be helpful as you will learn about it in UG level. In Computer Science Engineering without specialization you will not get to learn the specialization subject this is the only difference. If your field of interest is something else like data science, software engineering etc then you can choose CSE without specialization.
So it depends on your interest what is best for you. If you want to pursue your career in AI field then you can choose CSE with AI Specialization. The course fee may also differ.
